Bear 4.0.4: ARM macOS stops losing arguments 4.0.4

Patch drop fixes the -arch flag situation on Apple silicon that was silently eating compiler arguments. Also crushed some flaky TCP tests, locked down the gfortran wrapper, and generally made the whole thing more stable. Ship it.
