Next.js v16.2.0-canary.55: Router fixes and devtools cleanup v16.2.0-canary.55

Reverted a popstate handler change that was causing issues, cleaned up empty error messages in devtools, and improved fetch timeout stacks. Also shipped some Turbopack hashing improvements and better instant declaration pattern handling. Lowkey a solid canary build for catching edge cases before the stable drop.
