Turborepo v2.8.11-canary.20: Engine goes brrr v2.8.11-canary.20

Optimised the engine builder, task visitor, and file discovery while parallelising the pre-execution hot path. Basically we made `turbo run` faster in the places it matters most. Canary users getting the speed bump first, as is tradition.
